The restaurants you cannot get into are not the story in Rome. The story is that this city has an unusually good set of standing-up, point-at-it, sold-by-weight formats, and that someone who understands four of them eats better for fifteen euros than most visitors do for sixty.
Format one: the standing coffee
Pay at the till, carry the receipt to the bar, say what you want, drink it standing, leave. The whole thing takes ninety seconds. Sitting at a table is charged at a different rate and that rate is posted on the wall — it is not a scam, it is a menu.
Format two: pizza by weight
Long rectangular trays in the window. Point at how much you want, they cut it with scissors, weigh it, and warm it through. A hundred grams is a snack. Two hundred and fifty is lunch and costs less than a sandwich at the airport.

Format three: the market counter
Testaccio's market is a working neighbourhood market with a run of lunch counters down one side. This is the single best value sit-down-ish meal in Rome, and it is twenty minutes from the centre by metro, which is why most visitors never go.
Fifteen euros, standing up, better than sixty sitting down in the wrong square.
Format four: the nasone
The cast-iron street fountains run constantly and the water is drinkable and cold. Carry a bottle. Over a week in August this is not a small saving, and it is the single easiest habit to pick up here.
